Tommy Gonzalez, city manager of Midland, has been appointed to the President’s Council for Performance Excellence, a national advisory body focused on strengthening economic performance, critical infrastructure, and leadership systems nationwide.
According to a news release from the Baldrige Foundation, the council unites leaders from government, business, and civic institutions to advise on expanding the real-world application of the Baldrige Performance Excellence Framework. As a member of this council, Gonzalez will serve as a strategic advisor to the foundation’s president, chief executive officer, and leadership team. The group is dedicated to developing practical programs that assist organizations and communities in improving performance, strengthening workforce capacity, and enhancing leadership effectiveness—key factors linked to long-term economic resilience and competitiveness.
Baldrige Foundation President and CEO Josh Racette said that Gonzalez’s experience in leading a fast-growing city at the intersection of energy, infrastructure, and workforce development aligns closely with the council’s mission. Racette noted that Gonzalez brings a strong track record of partnering across public and private sectors to help organizations and communities compete globally.
Gonzalez emphasized that the Baldrige framework highlights intentional leadership, disciplined execution, and robust systems as foundations for sustainable growth. He mentioned that his role on the council would allow him to contribute insights from local government while advancing strategies supporting organizations and communities nationwide. The Baldrige Performance Excellence Framework was established in 1987 and is utilized across various sectors including business, healthcare, education, nonprofit organizations, and government to drive continuous improvement and organizational excellence.
