The Midland Chamber has announced Don Evans as the recipient of its 2025 Citizen of the Year award. This accolade is presented to individuals who demonstrate exceptional leadership, service, and impact on the Midland community, according to the chamber.

Evans, a former U.S. Secretary of Commerce under President George W. Bush’s administration, has dedicated much of his life to advocating for Midland and the Permian Basin. His efforts are described as “a model of that excellence.”

According to the chamber, Evans was the founding chairman of the Permian Strategic Partnership (PSP), which united industry and education leaders to address regional challenges. Under his leadership, more than $80 million was allocated towards education and workforce initiatives.

Additionally, Evans supported significant infrastructure and road safety improvements. He played a role in securing over $11 million in transportation investments and initiated programs like HERO to enhance public-private collaboration across West Texas.

Evans has since stepped down from his role as PSP chairman and now serves as chairman emeritus. He currently leads the Beacon Alliance, which aims to expand efforts to improve education and workforce pathways throughout the region.

He will be honored alongside three other recipients of the 2025 Annual Chamber Awards at the Annual Meeting & Awards Dinner on November 10 at the Bush Convention Center. The event is presented by Priority Power Management.
