Local church slated for $1.1M expansion

A recent filing with the Texas Department of Licensing and Regulation outlines plans for a major renovation and expansion project at Westway Church of Christ in Midland.

The project will involve upgrades to the existing structure and the construction of a new restroom facility for men and women on the church’s campus at 1701 Hughes St. The expansion will cover approximately 3,556 square feet. Construction is scheduled to begin on March 1, with completion anticipated by January 1, 2027. The estimated cost for the project is $1.1 million. Construction timelines listed in state filings are preliminary and subject to change, according to the filing.

The expansion is privately funded and owned by Westway Church of Christ. Mark Pelletier is listed as the contact person for the filing, while Landy Perkins is named as the registered accessibility specialist. Vandergriff Group Architects of Midland will serve as the design firm for the project, the filing shows.

Mike Oestmann, a longtime Midland business leader and elder at Westway Church of Christ, is leading the expansion effort. According to his Midland College bio, Oestmann is a Lee High School graduate who previously worked in the energy sector before co-founding Piedra Resources and later Tall City Exploration. He serves on several local boards, including the Midland College Foundation and Davidson Distinguished Lecture Committee.

The planned improvements reflect continued investment in community and faith-based facilities across Midland.
