The Midland Independent School District Board of Trustees held its regular meeting on March 24, where members discussed progress on several construction projects funded by Bond 2023, approved a series of action items, and reviewed updates related to district planning.
The meeting began with the pledge of allegiance led by Abhinav Bere, a student from Abell Junior High. The board then conducted a public hearing about the Targeted Improvement Plan for IDEA Travis in compliance with Texas Education Code Chapter 39A. This hearing informed the community about the campus’s performance challenges and outlined potential interventions if improvement goals are not met as expected by the Texas Education Agency.
Trustees received comprehensive updates on multiple bond-funded construction packages. Both new high school campuses have completed their design phases, with Midland High School’s construction at approximately 10.9% completion and Midland Lee High School ahead of schedule at nearly 18%. Elementary renovations under various packages are progressing, including security upgrades set to begin in April and further improvements scheduled through fall 2028. Middle school renovation projects also continue across several campuses with staggered timelines extending into late 2028.
Financial planning was addressed through an overview of budget preparation for the upcoming year. The board approved Budget Amendment #8 and authorized purchases related to bulk fuel supply for district operations. Additionally, trustees granted a temporary working space easement at the New Midland High School site and selected architectural firms Vandergriff Group Architects and Parkhill for upcoming Bond project packages focused on Carver Center, Young Women’s Leadership Academy, John “Randy” Storie Middle School, and Encore Academy.
Other actions included reallocating unused funds from Midland Lee Freshman High School renovations to support Encore Academy—a move confirmed as permissible under bond guidelines—and approving new instructional materials for K-5 reading language arts beginning in the next academic year. The board also approved negotiation authority regarding revisions to the IDEA Travis contract starting in 2026–27.
